PACM Intersection Study

This study analyzes walkability in Arlington, Texas—especially around the Pioneer-Arkansas-Cooper-Matlock (PACM) intersection—using the EPA’s 2017 National Walkability Index and Jane Jacobs’ urban theory. It finds that Arlington lags behind national walkability standards due to limited transit access and car-centric planning. The PACM area scores 7.74, below the U.S. average of 9.56, with poor transit access as the main weakness. However, moderate intersection density and employment-household mix indicate potential. The study recommends zoning reform, infrastructure investment, and adoption of frameworks like Smart Growth and the 15-minute city to improve equity, mobility, and livability.
